A behavioral health agency grounded in dignity, expertise, and the communities we serve.

Empowering Minds Community Support Services was founded on a simple conviction: people living with mental health challenges deserve the same quality of care, respect, and opportunity as anyone else — delivered in the places they actually live and work.

Our mission

To help individuals and families build stable, meaningful lives through evidence-based behavioral health care.

We serve adults, adolescents, and families across North Carolina who are navigating serious mental illness, co-occurring disorders, and the daily challenges that come with them. Our services are funded through NC Medicaid and delivered in partnership with the state's LME-MCO network.

As a small, community-rooted agency of around 20–30 staff serving 60–75 clients at any given time, we are deliberately sized to deliver the kind of relational, accountable care that larger systems often cannot.

"Recovery is not a destination you arrive at. It is a direction you choose — and keep choosing — every single day."
— Empowering Minds Clinical Philosophy
What we stand for

Values that show up in the work.

Dignity

Every person who walks through our door — client, family member, employee — is treated with the full respect their humanity requires.

Accountability

We document what we do, measure what matters, and hold ourselves to the clinical and ethical standards of our profession.

Community

We believe recovery is relational. We invest in the neighborhoods, employers, and support systems that surround the people we serve.

Our clinical and compliance framework.

We operate at the intersection of clinical best practice and rigorous regulatory compliance.

  • NC Medicaid enrollment — credentialed to provide medically necessary behavioral health services under the state plan.
  • LME-MCO network participation — in-network with NC's managed-care entities serving our region (Trillium, Alliance Health).
  • HIPAA Privacy & Security compliance — formal policies, workforce training, encrypted electronic health records, and executed Business Associate Agreements with all vendors handling PHI.
  • NC DHSR / DMH-DD-SUS service definitions — all services rendered in accordance with the NC Clinical Coverage Policies for behavioral health.
  • Workforce credentialing — all clinicians, QPs, Peer Support Specialists, and paraprofessionals meet or exceed state credentialing requirements and complete ongoing training.
  • Continuous quality improvement — regular chart audits, outcome measurement, client satisfaction surveys, and corrective action plans where needed.
